continue personal diplomacy, lack of standpoint awareness, using only technical wildlife management procedures to address complex socio-ecological problems
2. NGO organization
build partnerships towards common goals at community level, these can be both technical fixes (i.e. bear proof trash and a push for stricter local regulation), as well as socially contextual (opening dialogue to work towards common interests)
3. appraisal
in-house workshop of USFWS that defines the problems and rebuilds system to allow for social considerations, (perhaps hire someone like Bill Lynn to complete appraisal and provide next steps)
